    Sayyid Al-Hakeem Emphasizes Local Governments Role Toward Stability, Development

    As part of his visit to Dhi Qar, Sayyid Ammar Al-Hakeem, Head of the National State Powers’ Alliance, met with Governor Murtada Al-Ibrahimi, his deputies, several provincial council members, administrative unit heads, service department directors, and security leaders. During the meeting, H.E. underscored the crucial role of local governments as the first line of defense for the political system, stressing that their primary mission is to ensure stability, drive development, and provide essential services to citizens.
    Sayyid Al-Hakeem commended the stability witnessed in Dhi Qar, viewing it as a collective achievement worthy of recognition. H.E. also praised the ongoing reconstruction and development projects in the province, calling for unified efforts and the overcoming of differences to achieve further progress that fulfills the aspirations of the people and aligns with divine justice.
    Highlighting the importance of teamwork, Sayyid Al-Hakeem stressed the need for a cohesive and complementary approach among various institutions to deliver effective services. H.E. pointed out that the people of Dhi Qar are best suited to identify their province’s needs and challenges, reaffirming that decentralization is key to social justice and national unity. H.E. called for granting the local government sufficient authority while ensuring that any issues are addressed without compromising the constitutional principle of decentralization.
    Sayyid Al-Hakeem also emphasized the significance of interprovincial cooperation in exchanging experiences and best practices to enhance development efforts. H.E. urged a shift toward a productive economy, moving away from reliance on oil revenues by revitalizing the agricultural, industrial, tourism, investment, and technology sectors. Additionally, H.E. stressed the necessity of creating a secure environment to attract investments, generate employment opportunities, combat corruption, and ensure integrity in all processes.
    Addressing the youth, Sayyid Al-Hakeem called for empowering this vital segment of society and shielding them from agendas seeking to manipulate them. H.E. also advocated for strengthening the private sector and leveraging modern technologies such as digitization, governance, and artificial intelligence to advance service delivery and development while curbing corruption.
    Sayyid Al-Hakeem emphasized the need to transform the current stability in Dhi Qar into lasting security, reinforcing moral and ethical values within society while countering harmful ideologies. H.E. urged a return to authentic traditions and cultural norms, fostering optimism and confidence in Iraq’s future. H.E. further stressed that building human capital is just as vital as physical development.
    Concluding his visit, Sayyid Al-Hakeem reiterated that comprehensive development requires a collective and integrated effort from all stakeholders. H.E. expressed hope that Dhi Qar and other Iraqi provinces would witness further progress and prosperity in the coming period.
