His Eminence reiterated his warning against reliance on a rentier state model and advocated for the activation of productive sectors such as industry, agriculture, tourism, investment, and modern technology.
H.E. stressed the importance of preserving decentralization as a constitutional principle and urged the allocation of rightful funds to local governments to enable them to implement their electoral programs and maintain public satisfaction with the government and political powers. H.E. stressed the need to support the poorest provinces, based on government assessments.
H.E. called for the fulfillment of financial obligations to all contractors with the Iraqi state, highlighting that this would stimulate the private sector, create jobs, and reduce pressure on government and public spending.
Additionally, H.E. urged a review of the situation for employees with contracts with the Iraqi state, particularly in the education sector, and the development of a mechanism to ensure their rights and provide reassurance.
