In the name of Allah, Most Gracious, Most Merciful
Praise be to Allah, Lord of the worlds, and may Allah’s peace and blessings be upon our master Mohammed, his pure family, and his chosen companions
Servants of God, I advise you and myself to fear Allah
Seven months after the early elections in Iraq, we are still witnessing a clear reluctance to form a new political scene that harmonizes with the main purpose for which the early elections were held, which cost the state a lot of effort and money, as well as disrupting the people’s desire to form a strong and coherent government to create a real and effective change in the structure of the country, its sectors and its various fields in terms of service, economics, and security.
The political situation in the country, under sensitive conditions, needs a quick and realistic review and treatment that will move us from a state of impasse to a state of détente.
From stagnation to movement, and from intersection to understanding, all of this is possible and available if we invest in the moral atmosphere of the blessed Eid Al-Fitr, the rule of reason, wisdom, and dialogue, and be more determined.
I say it clearly, carefully, and with love; The process of political breaking serves no one, does not build a country, achieves no goal, and will increase the existing complications.
Keeping things as they are and acquiescence to what is happening and waiting for solutions from the outside or continuing the approach of intersection, dissonance, and bickering represents an imminent danger that will have serious consequences for democracy and the principles of respect for the constitution and the law and the peaceful transfer of power and the path of building the state and its institutions.
We must denounce any infringement or transgression of the Constitution, its timing, and its articles, and we must stop any harm to people's interests, livelihoods, and services from not forming a government.
This political shortcoming indicates the existence of a structural problem in the nature of the political system and its interactions.
It is not right for the electoral process to turn into a problem in itself.
The strange thing is... that instead of restoring the people's confidence in its political system...
Reinvigorating the political process for the better.
The same mistakes are repeated in increasing the gap between the people and the regime.
And before we know it, young people’s discontent with the political system increases.
Thus, the country's security is exposed to challenges added to its existing ones!
There are indeed confusing political inputs, and complicated circumstances as well.
However, this shortcoming and political impasse will increase the complexity and confusion of the scene.
It will result in crises after crises, especially with our stressful service and economic reality, in addition to the reluctance to fight corruption and develop infrastructure.
We will then remain within the same ceiling of challenges and the complex political climate.
This is a sincere call to all concerned brothers, to put the interest of Iraq and the security and interests of our people above all considerations, and to overcome previous positions with broad hearts, as broad as Iraq's capacity for its sons.
We renew our call for the necessity of forming a government emanating from the largest bloc that constitutes the largest social component in the country.
To produce a stable political equation that provides a balanced and reassuring environment for a strong government that can achieve the desires of our people for a free and dignified life.
We strongly warn against attempts to pass unbalanced alliances that bypass the right of the largest social component to nominate a prime minister.
Or re-aligning previous experiences that produced nothing but more complexity and confusion throughout the scene.
There is no success for any political majority if it does not take into account the majority of the components that make up this majority, far from breaking with the partners
Our political scene does not bear new risks and adventures.
Enough wasting time and good efforts.
Building the country requires a clear diagnosis of the size and types of the challenges. It requires a realistic and effective vision of how to address and initiate them. not everything can be addressed at the same time. Therefore, governments must integrate among themselves to complete what has been initiated, and establishing other projects in the same context, are among the priorities of building and developing the country.
Accordingly, I call on all the political powers in the House of Representatives, who have chosen to participate in the next government or the opposition, to issue a (Strategic Building Document for the Country) and involve governmental and civil institutions in drafting this document.
Provided that this document includes binding periods for the government to be granted the parliamentary confidence and to hold it accountable for the percentages of achievement.
Iraq is on the verge of very serious environmental and economic crises if we do not stop the repercussions of the current impasse and begin to rise practically and realistically.
There is a large population increase in Iraq compared to other countries.
We have a significant annual increase in the desertification of agricultural lands.
We have great pressure on the state's infrastructure, the most important of which are in the health and education sectors.
Reforming all of this requires a responsible stance from everyone. No government, regardless of its technical capabilities, can accomplish this without political solidarity to achieve specific goals and priorities.
Lately, we’ve witnessed the emergence of large and strange rates of domestic and community violence crimes.
In addition to the increase in cases of suicide and murder among family members which are extraneous matters that we have not heard of and are not consistent with the values and well-known principles of Iraqi families.
Perhaps most of the motives and reasons are related to the spread of drugs among young people.
And cases of digital chaos and breakdown in social media platforms that are now threatening family cohesion and awareness among all layers of society.
This requires a serious stance to identify the most important causes and diagnose their extent and social dimensions.
The most important question is: Why do we not find in our media channels and civil organizations an interest that goes in line with the seriousness of this file?
Is there anything more important than building a family and strengthening its relationship with society?
How can we build a state while we live in a direct threat to the security of our families and the values of our children?
I call on educational, media, and civil society organizations, under the direct supervision of the government, to launch a (long-term community plan) that takes upon itself the identification of the most important problems that threaten the Iraqi family and works to address them in scientific, studied ways and specific tasks assigned to each governmental or community institution.
This plan must be accompanied by laws that help the concerned authorities to stop all that hinder the process of societal reform.
Our situation cannot be fixed without well-thought-out plans, with specific tasks, limits, and goals.
Make plans the standard in holding others accountable for their failures. Enough of accusations and interpretations, and let us have real data and standards for accountability and evaluation.
We very much welcome Syria's resumption of its role in the Arab world. We also commend the role of our Arab brothers in turning this dark page that has drained a lot as we wander through labyrinths that have no horizon, and it was at the expense of our Arab security, the interests of our peoples, and the future of our generations.
The absence of an effective and influential Arab and Islamic role has allowed international and regional powers to interfere negatively in the Arab and Islamic environment and target Arab and Islamic sovereignty and weaken the bonds of brotherly relations between them.
Our common Arab and Islamic destiny necessitates understanding, dialogue, and deepening of the bonds of Arab and Islamic brotherhood. We cannot be the “best nation brought out for people” unless we are an example of “unity and holding fast to the sturdy rope of Allah”.
We renew our condemnation of the repeated Turkish military operations against the sovereignty of our lands, and we reject the use of Iraqi lands to attack neighboring countries or target their national security.
Shedding light on this file has become a national necessity. Just as we do not want to disturb the atmosphere with neighboring Turkey for there are societal ties and great and important interests with it. At the same time, we do not want Iraqi sovereignty to be targeted in this way that injures Iraqi dignity and provokes the sons of Iraq.
We must here call on the government to reveal to the people and the political powers the measures taken in dealing with this file, which targets Iraqi sovereignty, and that the treatments be in proportion to the national responsibility and importance of this sensitive file.
We are still watching the events in the Russian-Ukrainian scene. We deeply regret that the language of violence and war has given precedence to the option of understanding and constructive dialogue. The international system and its serious economic and environmental problems that threaten our generations in the near future, and cannot withstand the prevailing language of violence, wars, and choices of breaking the international will, whatever were the reasons.
We in Iraq have experienced the language of wars and their conditions, and we have witnessed their painful repercussions on the peoples of the entire region.
Therefore, we call on the international community to take a quick decision that would help the parties to cease fire and return to respecting the option of peace, understanding, and dialogue.
The repercussions of the continuation of this conflict will not stop at the Ukrainian-Russian borders only but will extend to become a direct threat to the foundations of the existing international system, especially after the failure of the UN Security Council to find a solution to the current crisis.
What is the value of the work of international institutions and organizations if they cannot stop wars and repeated humanitarian violations of peoples and countries!?
