Sayyid Al-Hakeem Stresses Supporting Governorates, Expediting Stalled Projects, Budget Allocations Fairness To Karbala
After the honor of visiting the two pure shrines of Imam Hussein and Abu Al-Fadl Al-Abbas, the Imam’s brother (PBUT), His Eminence Sayyid Al-Hakeem, Head of the National State Powers’ Alliance, began the tour of the holy governorate of Karbala by meeting Governor Mr. Nassif Al-Khattabi and his two deputies, the Governorate Council chairman and its members, the heads of administrative units, the directors of service departments, and the security leaders in the governorate.
After listening to a briefing on the service and security situation in the governorate, H.E. regarded Karbala as a city for all Muslims, as it hosts millions of pilgrims in a few days, and hundreds of thousands on weekdays, congratulating its people on this distinction and commending the reconstruction, building, and development in it, which has made it an object of envy from the other governorates. H.E. called for dealing with Karbala on the basis of the pilgrims it receives rather than its population, stressing fairness to it by allocating a budget commensurate with the burdens placed on it.
H.E. pointed to the reality of the region and the state of escalation in it, explaining that Iraq is at the heart of these events by virtue of its geographic location, and pointing to the impact of the events on the economic reality due to the fluctuation in oil production and exports.
H.E. explained that September 30 is the starting line for addressing the problem of weapons outside the framework of the state, through clear timelines and systematic steps to address the problem completely, calling for holding fast to Iraq’s unity and prioritizing the national interest over private interests, and stressing the countering of any attempt at sectarian incitement or disruption of the security situation. H.E. called for dealing with events realistically, under the principle of “neither belittling nor exaggerating,” noting that Iraq’s current priority is preserving its achievements, contributing to reducing tension, and restoring stability.
H.E. pointed to the 2027 budget, explaining its realism and the possibility of legislating it early so that local governments can execute projects, and that it combines program-based and line-item budgeting, noting its attention to the electricity and education sectors, and to the governorates of Diwaniyah and Salah Al-Din, and deeming this experience likely to succeed in supporting the governorates through supporting the Regions Development budget. H.E. called for high resolve in completing stalled and halted projects, especially those with high completion rates, stressing countering attempts to target the city through some wrong behaviors or drugs and the like.
H.E. commended the diversity of Karbala’s economy in tourism, industry, and agriculture, and the presence of the Holy Karbala Refinery, calling for diversifying the national economy and activating productive sectors such as agriculture, industry, tourism, investment, and modern technology, and affirming the development of the “Ya Hussein” road, and the spreading of a culture of service and donation across all facilities of life in the governorate.
