Sayyid Al-Hakeem: Update Legislation, Simplify Procedures Enhance Service Delivery Efficiency
His Eminence Sayyid Al-Hakeem, Head of the National State Powers' Alliance, received the Governor of Baghdad, Mr. Atwan Al-Atwani, and discussed with him the state of services in the capital, Baghdad, and ways to improve it in proportion to the size and capabilities of the governorate, calling for coordinating work with the relevant departments at the Baghdad Mayoralty and the other ministries.
H.E. stressed the importance of local governments in the country's administrative equation, explaining that local governments are a constitutional reality and an embodiment of the administrative decentralization stipulated by the Constitution, and called for attention to expressways and ring roads that ease traffic congestion and facilitate movement between the areas of Baghdad Governorate, along with the importance of giving districts and sub-districts special priority in services and projects.
H.E. called for maximizing revenues and not relying solely on the governorate's budget, explaining that there are many opportunities that can provide financial liquidity for the governorate's projects, and also called for cooperation with scientific expertise and universities to find solutions to intractable problems, along with the need to update legislation that simplifies procedures and contributes to service delivery.
H.E. also pointed to the need to strengthen harmony among the political forces represented in the local government in order to provide the best services to citizens.
