    Sayyid Al-Hakeem from Anbar: The Province is a Success Story — We Urge Preserving Stability, Advancing Decentralization, Enacting Provincial Law

    Sayyid Ammar Al-Hakeem, Head of the National State Powers' Alliance, began his visit to Anbar Province by meeting with Governor Mohammed Nouri Al-Dulaimi, his deputies, Provincial Council Chairman Eng. Omar Mashaan Dabbous, along with several council members and local administrative officials. His Eminence emphasized that this visit is part of a broader series of social engagements across Iraq’s provinces, reflecting his commitment to maintaining direct ties with citizens and honorable tribal communities.
    Recalling his earlier visits to Anbar, Sayyid Al-Hakeem praised the province’s social cohesion, geographic features, strategic position, and historical significance. H.E. described Anbar as a successful model of stability and development, particularly in advancing public service projects — reinforcing optimism about the future.
    H.E. underlined the vital role of local governments and administrative decentralization in delivering efficient public services. H.E. criticized the persistence of centralized governance, which continues to hinder provincial effectiveness. H.E. called for the restoration of full legal and constitutional powers to the provinces and warned against the confusion caused by arbitrary delegation of ministerial authorities.
    Sayyid Al-Hakeem also stressed the need to pass the Provincial Law as a critical step to empower local administrations and manage their affairs more effectively. H.E. urged all stakeholders to avoid internal conflicts and prioritize serving the people.
    H.E. commended the scale of completed projects in Anbar but emphasized the importance of resolving the issue of temporary (caravan) schools. H.E. also encouraged a shift away from a rentier* economy by activating sectors such as agriculture, industry, tourism, technology, and investment to diversify national income.
    On the social front, His Eminence called for compensation of terrorism victims and the families of martyrs. H.E. urged a careful review of compensation files rather than dismissing them over suspicions. H.E. also highlighted the importance of maintaining security and raising awareness about the severe consequences of instability.
    Sayyid Al-Hakeem affirmed that one of Iraq’s greatest achievements is its immunity to sectarian rhetoric. H.E. warned against those who exploit such discourse for electoral gain and reiterated his call for the adoption of an electoral honor pact to ensure fair competition and protect society from division.
