Sayyid Al-Hakeem at Baghdad Diwan: Iraq Experiences Genuine Recovery, Advances Confidently Toward Stability, Development

Sayyid Ammar Al-Hakeem, Head of the National State Powers' Alliance, affirmed during his address at the Baghdad Diwan—hosted for political and societal elites—that Iraq is currently witnessing a phase of political and social stability, along with an unprecedented developmental surge reaching across all provinces. H.E. noted that the country has effectively become a vast construction site, thanks to political stability and strengthened ties with its Arab, regional, and Islamic surroundings.
His Eminence emphasized the importance of acknowledging progress and expressing gratitude for the current phase, especially as investment flows increasingly into Iraq. H.E. described the upcoming elections as pivotal—comparable to those of 2005—in their potential to consolidate stability and shape the future.
Addressing the electoral law, H.E. stated that Iraq’s political system is built on balances and proportional representation. H.E. expressed appreciation for the current law, which ensures relative fairness between votes and seats, while rejecting any amendments that would disrupt this equilibrium.
Touching on regional developments, H.E. pointed to the repercussions of “Toufan Al-Aqsa” and the significance of ongoing dialogue among major powers. H.E. expressed hope that regional breakthroughs will positively impact Iraq’s stability. H.E. also welcomed the visit of Prince Khalid bin Salman to the Islamic Republic of Iran, considering it a constructive step toward advancing Saudi-Iranian understanding.
On the economic front, H.E. acknowledged Iraq’s continued reliance on a rentier economy and called for revitalizing other sectors—such as industry, agriculture, tourism, and technology—through the formation of dedicated crisis response cells for economic, security, and social challenges.
Regarding the political framework, H.E. stressed the importance of national consensus in reviewing the constitution and political system, advocating for a new social contract grounded in balance and efficiency. H.E. also remarked that discussions on forming regions are currently untimely, as such a step requires enduring stability and a calm atmosphere.
H.E. reiterated a firm stance against postponing the elections, underlining the need to uphold constitutional deadlines. H.E. also called for disciplined electoral discourse and for creating an inclusive environment that enables the participation of persons with disabilities.
On Syria, H.E. noted that Syrian stability is crucial to regional peace, urging consistency in summit invitations and recalling that Iraq has participated in every Arab summit since 2003 despite the challenges.
In conclusion, H.E. stressed the necessity of maintaining balance in Iraq’s international and regional relations, as well as among internal components. H.E. called for reinforcing national dialogue and understanding, and ensuring the full participation of all political currents—including brothers in the Sadrist Movement—to preserve Iraq’s diversity and unity.
